RE: Updates from the maritime sector.
On Saturday (2/5/2022), three vessels originating in Japan were delivered to the PII dock
in Majuro. These vessels were brought in by 12 locally based crew who had travelled to
Japan and returned using the “Repatriation quarantine at sea protocols” developed by
the Maritime Working Group (MWG) and endorsed by the National Disaster
Committee.
The 3 vessels departed Japan on 1/9/2022 without making port calls or contact with
other vessels en route. Having spent 27 days at sea and returned negative COVID-19
tests on arrival, they have satisfied the requirements for quarantine at sea (as stated
below) and are free to disembark. They do not pose an infectious threat to the
community and are not required to undergo additional quarantine.
Key elements of the protocols for repatriation quarantine at sea.
1). Pre-departure (Japan)
• All crew will need to be fully vaccinated against COVID-19.
• All crew eligible for boosters-kindly ensure booster doses received
• COVID-19 testing requirements for all crew- antibody (quantitative or qualitative
for core SARS-CoV-2 antigen) -Blood test and PCR test (nasopharyngeal swab):
These need to be communicated on departure and the PCR test can be taken
within 72 hours of planned departure.
• Passport bio-pages scanned and sent to RMI Department of Immigration (as well
as other relevant clearances)
• Airline tickets out of RMI if relevant.
2). En route (ocean passage)
• Minimum of 14 days at sea without contacts with other vessels.
• Daily health checks (temperature and COVID-19 symptom check): This is
transmitted to MOHHS (This email address is being protected from spambots. You need JavaScript enabled to view it.) within 2 days of
arrival at the Majuro Pilot station.
• Recommend no bunkering at sea and if needed necessary for safe passage-be
done in a COVID-19 free port. (No embarkations or disembarkation, no
human-to-human contact and use of "COVID-19 safe measures".
3). Entry into Majuro
• Health point of entry screening and COVID-19 testing for all crew (PCR &
antigen tests).
• Clearance upon receiving Negative COVID-19 results and satisfactory point of
entry screening and review of documentation.
• Customs and immigration clearance.
On 2/5/2022, the Arrak Quarantine facility was activated to accommodate 9 fisherman (8
Marshallese citizens and 1 foreign national). Disembarkation and processing occurred
at the Uliga dock in the evening and all individuals returned negative COVID-19 tests.
The Maritime security taskforce continues to monitor activities at our ports.
